Hi Seth,

Individual channels are administered by their respective operators.  The administration of the network (we, the IRCops) don't directly have any affect on the decisions those individual channel operators make, we only ensure the network itself stays up and running smoothly.

A quick look at ChanServ shows the founder of #furry is Tehrasha, and so your best bet is to contact this person on AnthroChat to ask further questions and seek a resolution.  If he/she isn't online, try sending them a memo, type "/ms help send" on AnthroChat for more information.
