[AC-Admins] God damn services klines for excessive connections

Simba AFAIK you're the only one who can increase the global session limit in
services. Please do so immediately, as the exception list doesn't appear to
be working. We now have 8 people at this house who all connect to
Anthrochat, and as happens often, more than one connection per person. I
suggest 20 connections to be a reasonable limit to allow for large
households.
