[AC-Admins] Mibbit IRC Client

	This mibbit IRC client thing is starting to become used quite often. A 
user sent me this link 
http://wiki.mibbit.com/index.php/Enable_Mibbit_on_Your_IRC_Server. I 
think maybe we should add this to our server configurations since we've 
already extended the session limit. The mibbit host is also another way 
evade bans. I will go ahead and add this to snowleopard. You guys let me 
know what you think for the rest.
