Connect to IRC, join the channel that you want to create.  If it doesn't 
exist already, by joining it, you will have created it.  To register, 
simply use the ChanServ register command:

/chanserv register #ChannelName NewChannelPassword Description

For additional help with ChanServ's functions, use the ChanServ help 
command:

/chanserv help

For detailed help on each of ChanServ's commands, put the name of the 
command after "help".  For instance, to get detailed help on the 
register command, use:

/chanserv help register
