No, Mibbit is not banned as such.  They changed their IP address without
warning.  Mibbit won't be able to connect using their CGI:IRC password
until our servers are updated with their new address.

In the meantime this workaround might help.  Instead of selecting
"Anthrochat webirc" from the drop-down list on Mibbit, select "server" and
enter "irc.us.anthrochat.net" into the server address field.  By using
a different server name (adding the ".us" in the middle there) Mibbit
won't try to use their CGI:IRC password and should be able to connect
as a normal client.
