      Nickname registration services are provided by the "NickServ" bot.
  You communicate with services bots by sending them private messages.
For instance, to get access to NickServ's help system, you would do the

/msg nickserv help

To get more detailed help on any of the commands displayed, include the
name of the command after the help command:

/msg nickserv help register

Doing that will get you more a detailed description of the register
command, including how it is used.  Once you get the hang of that, check
out chanserv, memoserv, and botserv's help systems to get an idea of the
services provided.
