      To register a channel, you need only a few things:

1.  A registered nickname - which you have
2.  Ops on the unregistered channel that you'd like to register.
3.  Knowledge that the ChanServ REGISTER command exists and is openly
available to users.

      Because the channel is currently occupied by a few people and
nobody has ops, you'll have to convince them all to leave so that it
becomes empty again.  Once it's empty, it no longer exists, and the
first person to join will create it again.  When that happens, the
server grants them operator privilege on the channel.  Hopefully, that
first person is you so that you can register it.

      Once you have ops, you can register the channel with ChanServ's
REGISTER command.  To get information about ChanServ, browse through its
help system by using the HELP command:

/chanserv help

      To get detailed help on any specific command, include the command
name after "help":

/chanserv help register

... will get you more detailed help with the register command.  Here's
the format of the register command:

/chanserv register #PhotograFurs password description

, replacing "password" with the new channel's password that you'd like
to set and replacing "description" with a brief description of the channel.
