There are several IRC clients that have a granular ignore feature.
They are listed on our web site, here:
http://www.anthrochat.net/ignore.php
I had filed a bug with Chatzilla regarding this, and was told that
invites would be added to the things that it would ignore. This was a
while ago, so it may have been implemented by now in that client.
My suggestion is that if your client is having problems with
something this basic, you may want to look into utilizing one that can
handle it.

Being an annoyance is not against the one rule that we have for our
users, which is basically, "Do not be an automated, non-human
advertising spam bot (advertising something located outside of
AnthroChat) or flood drone bot". Otherwise, anything generated
by an actual person is considered "free speech" and is not grounds for
any kind of administrative action. The behavior that you are describing
can be easily mitigated with an IRC client that has a properly
functioning ignore feature.
