[AC-Admins] Update Block for Snow Leopard

SnowLeopard has moved to a new DC!
Our new IP is 208.115.199.41 and if its not too much trouble, could 
everyone update their blocks for my server at your first convenience?

Nagios monitoring for SnowLeopard also needs to point to 208.115.199.41
