[AC-Admins] Otter is incommunicado

Simba, and others, would you mind updating Otter's link block to point to:

IPv4 - 45.33.26.56

I have the daemon build from latest and on a clean machine and newly
hardened.  I was looking at the timestamps on the old 'otter' instance,
from 2004-2005 when it first came on the network, and it'd be great if we
could even go through the exercise of generating new linkblocks for
connecting to otter from your servers and updated operblocks for yourselves
for your local ircop abilities.  You can send such information to me
