[AC-Admins] Let's Encrypt SSL cert issued

      After spending far too much time on it, I managed to find the right
combination of 3rd party acme clients, hook scripts, dnssec key, and
nsupdate-ness to have Lets Encrypt issue a certificate that's valid for
all of the rotaries and all of the IRC server names.

      Now, we just need to work out an automated way for me to get those
certs and keys to all of you and rehash each server's ssl configuration
every few months.
