Continuing on from the conversation previously between a few of the 
admins in #opers, I think there is a line between a user's perception of 
our administration adhering to our policies, or the administration 
permitting network related user abuse. 

I think Werwolf has not only crossed that line, but rolled a tank over 
it.  I vote we do something here.  Seriously.
