As long as it doesn't involve trying to keep dozens of cgiirc blocks in
sync, fine.  I've added the config to husky and squirrel.

I know it's not used for anything else - that's not the point.  It lets
people spoof IP addresses on our network.  I now see that it's only
usable from mibbit's IP address, but even so there's no reason not to
use a mildly strong password.  I've mailed a new one to the private list.
