      Also in addition to what Solei wrote (Thanks, Solei!  :)  ), there 
are some more options available to you:

      You can set ban exceptions for specific people (who are not Bill) 
on tampabay.res.rr.com using channel mode +e.

      +i (invite only) is also an option, if he is rapidly persistent at 
getting around your bans.

      If a user receives an /invite to a channel, that trumps a ban 
(+b), a limit (+l), a key (+k), invite-only status (+i), and probably 
other join restrictions.  ChanServ can be configured to allow your 
regular users to invite themselves, even if their level is only high 
enough to get them +v.  If you'd like more information about how to 
change access levels and which options are available to which levels, 
let me know.  /chanserv help access  and  /chanserv help levels  will 
give you at least a starting point.

      Another thing to consider are Unreal IRCd's extended ban set.  You 
can ban a user by what is in their client's "Real Name" field.  If you 
temporarily set your channel to +i, kick the unwanted user (kicking him 
first prevents him from seeing the method you're using to ban him), then 
set a ban based on his real name field using "+b ~r:WILL_I*", and 
setting the channel back to -i.

      ChanServ's autokick feature can be used to automatically kick/ban 
specific, registered users.  /chanserv help autokick   for more information.

      If a user is using unregistered nicknames to join, you also have 
the option to set your channel to +R, which requires users to be 
registered and identified to NickServ before they can join your channel. 
  Sometimes, people won't bother going through the effort to do a 
registration just to get around bans.  This mode also makes ChanServ's 
autokick feature more effective.
