      As long as you have a nickname registered with NickServ (it 
appears that you do) you need only to join a channel that doesn't 
already exist.  By joining, you create the channel and the server grants 
you op privileges.  If you are an op on a channel that's not already 
registered with ChanServ, you can issue the ChanServ "REGISTER" command 
to add it to the registration database with you as the channel founder.

      For more information about ChanServ's channel registration and 
management services, type:

/chanserv help

... to get a list of commands.  To get detailed information about 
commands, type:

/chanserv help [commandname]

For example:

/chanserv help register

... will return detailed information about the register command.
