Simba says husky is in the rotary - he just forgot to ack the list
when he did it.  Sorry.

I could define a mibbit rotary for the servers that support it, then
have them use that rather then irc?

Which servers definitely can/can't handle Mibbit?

I'll look into it further, but this looks like the right patch here:

Yes.  Being able to ban individual users instead of everyone using
Mibbit is important.
