      You can set a founder of a channel by using ChanServ's "set" command:

/msg chanserv set #thezoo founder NewFounder'sNickName

      The new founder must have a registered nickname.

      You can also just give the new founder the channel password and
they can use the ChanServ "identify" command, then use the "set founder"
command, themselves.  It's also helpful to have a successor set, in case
the founder's nickname drops or expires.

/msg chanserv identify #thezoo TheChannel'sPassword
/msg chanserv set #thezoo founder NewFounder'sNickname
/msg chanserv set #thezoo successor Successor'sNickname
