[AC-Admins] Ban due to open proxy?

Hello Hello,

I tried to connect to IRC tonight only to discover I couldn't, apparently
due to a concern over an open proxy on my machine. I'm fairly certain that
my machine is clean, though I am running a full scan now, and I do not run
any Tor proxies. The link provided by the server points to a document that
suggests checking a list of blacklisted IPs, but the list no longer exists.

If someone has a moment and can fill me in, I'd greatly appreciate it.
