In addition, what IRCd version will they use at any given time, what 
patches will they apply for security, how fast will they do so?

I understand people buying vhosting for their IRCd - it's become the 
sane thing to do.   Someone else handles the underlying hardware and 
it's usually a slice off a RAID backend presented to you as a single 
drive.   Buying just an ircd that someone else runs?  I don't think so.

This sounds like a service setup for 'clans' or private forums or 
something, not part of a serious network.

Speaking of hub-vs-leaf, we do need to mark links such as our .au 
server as leaf-only to prevent it from ever having two connections, 
bouncing through that undersea cable twice is ridiculous.
