      At some point, our proxy checker was able to connect to port 1080
on that IP and issue a connect to our network without supplying any kind
of authentication information.  This means that it is/was an open proxy
at the time.  I just ran another, manual check on it now, and it passed
all of the tests.

      Apologies that it took a while to get back to you.  Our mailing
list software wasn't running and nobody seemed to notice.  It's hosting
a lot fewer lists these days than it used to.
